Venezuela's Chavez, Capriles launch presidential race

SAN FRANCISCO DE YURUANI/MARACAY, Venezuela (Reuters) - President Hugo Chavez shook off his health problems to lead a massive rally on Sunday while opposition rival Henrique Capriles took to remote regions for the formal launch of Venezuela's presidential race.

Unable to repeat the frenetic campaigning of past elections due to his struggle with cancer, a fist-pumping Chavez nevertheless made a rare appearance at a rally in central Venezuela to underline he is fit enough for the October 7 vote.

"The Bolivarian hurricane has begun!" he roared to tens of thousands of supporters in the central town of Maracay, referring to his personal idol and Venezuela's independence hero, Simon Bolivar.

Capriles, a young ex-state governor seeking to end 13 years of socialist rule in the South American OPEC member, flew to two distant spots near the Brazilian and Colombian borders to highlight alleged government neglect of remote communities.

"Venezuela is a blessed country. We just lack a good government," he told indigenous inhabitants of the remote San Francisco de Yuruani hamlet, close to the majestic, flat-topped Roraima mountain in a barely populated region near Brazil.

With three months to the ballot, Chavez has a two-digit lead in most polls. Yet there is a large percentage of undecided voters and one pollster this week put the pair head-to-head.

After three operations to remove two malignant tumors during a year-long battle with cancer, the ever-upbeat Chavez, 57, has in recent weeks declared himself in full recovery and his energy levels appear to be surging just in time for the campaign.

"I want to thank Christ the Redeemer for allowing me to get through this difficult year," he said, after riding on the top of a truck for several hours through streets lined with ecstatic supporters against a backdrop of lush hills.

Most analysts agree the presidential vote is shaping into the closest since Chavez took power in 1999, turning himself into one of the world's most controversial leaders with his anti-American rhetoric and radical nationalization policies.

CAPRILES CROSSES COUNTRY

Former Miranda state governor Capriles - a center-left politician who admires Brazil's mix of free-market economics with strong welfare policies - is considered the opposition's best hope after being outwitted for years by the wily Chavez.

His dash from the capital Caracas to the remote southeast, then across to La Guajira village on the western border near the Caribbean, was part of an opposition strategy to highlight the 39-year-old's energy and youth in contrast with Chavez.

"My commitment is to reach the most forgotten people," he said. "Over there nearby is Brazil. Its government understood how to work. Brazil has taken off. Now it's Venezuela's turn."

Though Venezuela's opposition is more united than ever against Chavez, Capriles still faces a formidable task to overcome the president's unique rapport with the poor and vast spending power thanks to vast oil revenues.

Wearing his trademark red military beret, Chavez blew kisses, laughed and waved as he rode through the crowds.

"I am no longer Chavez, Chavez is a people. Millions of us are Chavez," he said in the inimitable rhetoric that has served him well over the years. "Whatever they do to me, whatever happens to me, a mere human, they cannot get rid of Chavez."

He looked notably bloated and overweight from the effects of his cancer treatment and heavy medication.

Unusually, state media, where Capriles is normally only mentioned in insults, covered some of his activities on Sunday.

At one point, a split screen showed the rival rallies under the captions "Candidate of the Fatherland" for Chavez and "Candidate of the Right" for Capriles.

Chavez's ministers lined up to call Capriles a "loser" and puppet of capitalism who would dismantle the popular missions Chavez has set up to provide free education, health services and subsidized food in poor areas.

The government says it has put $400 billion into social investments during Chavez's rule, reducing poverty by half to about 25-27 percent of the population of 29 million.

The opposition recognizes some welfare improvements, but say Chavez should have done far more due to an unprecedented bonanza of oil revenues in the last decade. They accuse him of running Venezuela in a dictatorial style, on the advice of Cuba's Fidel Castro, and allowing corruption to flourish.

"People here were Chavista, but we've been waiting 13 years for them to fulfill promises and now we're tired," said Nelson Franco, 40, in San Francisco de Yuruani.

As well as Capriles' events, the opposition also organized scores of caravans around the nation on Sunday. Government supporters held parties and vigils across Venezuela overnight.

"Chavez's whole heart is open to the people," said Girolamo Ambla, 43, dressed in the red colors of Chavez's Socialist Party and clutching a doll of the president.

Fireworks-free 4th for some due to fire threat

Drought and wildfire fears are snuffing out some Fourth of July festivities this year.

From Utah to Indiana, state and local governments are calling off annual fireworks displays out of fear that a stray rocket could ignite tinder-dry brush and trigger a wildfire. They're also warning residents not to use fireworks, sparklers or Roman candles in backyards.

The worry is especially acute in the West, where crews are already battling out-of-control blazes in several states. Parts of the Midwest are affected, too, after weeks without any significant rain.

"We usually have a fireworks barge and a huge gala that attracts thousands of people," said Bill Appleby of the Grand Lake Area Chamber of Commerce, which represents the lakeside resort town about 90 miles northwest of Denver in the Rocky Mountains. The display is usually safe out on the water, but "we just can't risk an errant ember."

It's not uncommon for communities to delay or cancel fireworks shows because of drought conditions, but this year, the practice is more widespread.

Last year, about a third of the country was in drought. Now nearly three-quarters is, according to the latest U.S. Drought Monitor map, a weekly analysis of dryness across the nation. The parched conditions have been aggravated by a dry, mild winter and above-normal temperatures.

Fires have charred more than 1.8 million acres this year in the U.S., and much of Utah, Colorado, Wyoming and Montana have been under red-flag warnings for extreme fire danger.

In Colorado, where hundreds of homes have been destroyed by flames in the past month, firefighters have said they don't have the time or resources to stand watch over public events. At least nine public fireworks displays have been called off.

Montana hasn't called for an end to big displays yet, but Gov. Brian Schweitzer is urging people not to set off their own fireworks and has left the door open to canceling public shows.

Officials have also canceled displays or issued warnings restricting private fireworks in Arkansas, Illinois, Indiana, Kansas, Missouri, Utah and Wisconsin.

"Nobody wants to not have fireworks," said Chris Magnuson of Albion, Ind., a town of about 2,300 that postponed its annual July 4 fireworks show to Labor Day weekend after county officials banned outdoor burning. "It's just not safe enough."

The danger is real: Fireworks were blamed for more than 15,500 blazes and $36 million in property damage in 2010, according to the National Fire Protection Association in Quincy, Mass.

States have also clamped down on all kinds of outdoor fire hazards, including campfires, smoking and use of portable grills.

Paul Forman, who owns Independence Fireworks and Forman Blasters Pyrotechnics in Peru, Ind., said he understands the safety concerns, but his business has been devastated. Four customers called off fireworks shows this week, and he anticipated more cancellations before the holiday. He said his business had dropped from about 50 customers a day to a total of 11.

"This emergency order hit me like a two-by-four," Forman said.

Forman was going to deliver the fireworks in Bunker Hill, Ind., which had scheduled a show Saturday night following a parade, a picnic and the local Little League championships. Instead, Little League officials in the town of 900 about 60 miles north of Indianapolis canceled the show because of the fire risk.

Carol Russell had been looking forward to taking her family to the fireworks show. Her kids ? three teens and a 9-year-old ? are growing up, and she said this might be the last year they thought the display was cool.

"Tradition is a big deal for us. It's like a big bubble burst," Russell said.

Some states are grappling with just how far they can go in issuing bans. New Mexico Gov. Susana Martinez said she considers fireworks a risk that can be avoided, but state law allows cities and counties to ban only certain classifications of fireworks and where they can be used. More than half of the state's 33 counties and its largest cities have already imposed restrictions and urged residents to attend organized events instead of setting off their own.

"We should all be able to agree that preventing fires that could devastate our communities is a priority that transcends politics," said Martinez, who plans to push legislation again next year that would establish a system allowing for specially tailored temporary bans during extreme droughts.

Leaders of the fireworks industry, which brought in nearly $1 billion in sales nationally in 2011, question whether firework bans are legal. Steve Graves, executive director of the Indiana Fireworks Association, said people should be given credit for common sense.

Indiana law allows fireworks from June 29 to July 9 regardless of whether local burn bans are in place. Some communities have declared drought disaster emergencies to enact bans in an attempt to get around the law.

"Instead of talking about safety, they decided to treat Hoosiers like they're a bunch of idiots that can't think for themselves," Graves said.

At the TNT Fireworks stand just outside Helena, Mont., some customers planned to heed the calls to keep their fireworks under wraps for July Fourth, said stand co-owner Anna Richards.

"Would I rather make money or would I rather see Montana burn?" Richards said. "There's more to life than these two weeks."

Mood pessimistic on Syria peace plans

GENEVA (AP) ? A conference called by special envoy Kofi Annan to end the Syria crisis appeared on the brink of failure as it opened Saturday, with the U.S. and Russia still divided over a role for President Bashar Assad in a transition government.

Annan seemed confident of his plan a few days ago, but Russia has refused to back a provision that would call for Assad to step down to make way for a unity government, a stance that could scuttle the entire deal.

The envoy warned the permanent members of the U.N. Security Council ? Britain, China, France, Russia and the United States ? that if they fail to act at the talks hosted by the United Nations at its European headquarters in Geneva they face an international crisis of "grave severity" that could spark violence across the region and provide a new front for terrorism.

"History is a somber judge and it will judge us all harshly if we prove incapable of taking the right path today," he said.

He appeared to specifically aim his words at Russia, Syria's most important ally, protector and arms supplier, which insists that outsiders cannot order a political solution for Syria. The U.S. is adamant that Assad should not be allowed to remain in power at the top of the transitional government and there is little chance that the fragmented Syrian opposition would go along with any plan that does not explicitly say Bashar must go.

"While many spoke of united support for one ... some simultaneously took national or collective initiatives of their own, undermining the process. This has fueled uncertainty in Syria, in turn fueling the flames of violence," Annan said. "By being here today, you suggest the intention to show that leadership. But can you, can we follow through?"

He said that "the way things have been going thus far ? we are not helping anyone. Let us break this trend and start being of some use."

Foreign ministers were rushed from luxury sedans into the elegant and sprawling Palais des Nations along with their legions of diplomats and aides and envoys from Europe, Turkey and three Arab countries representing groups within the Arab League.

A senior U.S. official ? speaking on condition of anonymity due to the sensitivity of the ongoing negotiations ? said the "discussions remain challenging. We're continuing to work this today, but we need a plan that is strong and credible. We may get there, we may not."

The question is still whether Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Hillary Rodham Clinton can rescue Annan's plan.

Russia and China, which has followed Russia's lead on Syria, have twice used their council veto to shield Syria from U.N. sanctions.

Major regional players Iran and Saudi Arabia were not invited. The Russians objected to the Saudis, who support the Syrian opposition. The U.S. objected to Iran, which supports Assad's regime. Lavrov predicted the meeting had a "good chance" of finding a way forward, despite the grim conditions on the ground.

Syria, verging on a full-blown civil war, has endured a particularly bloody week, with up to 125 people reported killed nationwide on Thursday alone. Since March of last year, the uprising in in one of the world's most unstable regions has killed some 14,000 people.

International tensions also heightened last week after Syria shot down a Turkish warplane, leading to Turkey setting up anti-aircraft guns on its border with its neighbor.

Without agreement among the major powers on how to form a transitional government for the country, Assad's regime ? Iran's closest ally ? would be emboldened to try to remain in power indefinitely, and that would also complicate the U.S. aim of halting Iran's nuclear goals.

At talks Friday night, top U.S. and Russian diplomats remained deadlocked over the negotiating text to agree on guidelines and principles for "a Syria-led transition."

British Foreign Secretary William Hague urged Russia and China, which is following the Russian lead, to join Western nations in speaking with one voice on Syria, though he acknowledged that will be a stiff challenge.

"We haven't reached agreement in advance with Russia and China ? that remains very difficult. I don't know if it will be possible to do so. In the interest of saving thousands of lives of our international responsibilities, we will try to do so," Hague told reporters. "It's been always been our view, of course, that a stable future for Syria, a real political process, means Assad leaving power."

He tweeted that "President Assad and his closest associates cannot credibly lead the process of transition in Syria.

The negotiating text for the multinational conference calls for establishing a transitional government of national unity, with full executive powers, that could include members of Assad's government and the opposition and other groups. It would oversee the drafting of a new constitution and elections.

But the text that would serve as the framework for Annan's peace efforts also would "exclude from government those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation."

"Ultimately, we want to stop the bloodshed in Syria. If that comes through political dialogue, we are willing to do that," said Khalid Saleh, a spokesman for the Syrian National Council, a coalition of Syrian opposition groups based in Istanbul, Turkey. "We are not willing to negotiate (with) Mr. Assad and those who have murdered Syrians. We are not going to negotiate unless they leave Syria."

Clinton said Thursday in Riga, Latvia, that all participants in the Geneva meeting, including Russia, were on board with the transition plan. She told reporters that the invitations made clear that representatives "were coming on the basis of (Annan's) transition plan."

The United Nations says violence in the country has worsened since a cease-fire deal in April, and the bloodshed appears to be taking on dangerous sectarian overtones, with growing numbers of Syrians targeted on account of their religion. The increasing militarization of both sides in the conflict has Syria heading toward civil war.

Italy seeks 3rd trophy amid scandals

By ANDREW DAMPF

AP Sports Writer

Associated Press Sports

updated 4:29 p.m. ET June 30, 2012

KIEV, Ukraine (AP) -They did it in 1982. They did it in 2006. Now, Italy has a chance to win its third major title amid a match-fixing or betting scandal.

Italy captain Gianluigi Buffon, one of only four players left from the squad that won the 2006 World Cup, was asked before Sunday's Euro 2012 final against Spain how they do it.

"There's definitely something special, beyond all the talk that has been made out of it," Buffon said Saturday. "Italians have a sense of respect and love for their jersey that stretches beyond all our limits."

Patriotic fervor certainly plays a factor, as anyone who has watched Buffon belt out the words to Italy's national anthem with his eyes closed has surely noticed.

"That's true, I sing it with emotion - because Italy is my nation and where I was born. I lost two great grandparents at Piave," Buffon said, referring to a World War I battle, and visibly moved as he spoke during a press conference. "That's the least I can do for them."

At the 1982 World Cup, Paolo Rossi came back from a betting scandal ban to lead Italy to the title with a tournament-best six goals. Then at the 2006 World Cup, Buffon was the backbone of Italy's victorious team - while his Juventus squad was almost simultaneously being stripped of two Serie A titles and relegated to Serie B for applying pressure on referees.

A week before the squad departed for this tournament, police showed up at Italy's training camp to notify defender Domenico Criscito that he was under investigation for match-fixing. He was then dropped from the squad.

Another defender, Leonardo Bonucci, was also placed under investigation, but remained with the team, and has become a dependable starter.

Also, Buffon came under attack after it was revealed last month that he made large payments to the owner of a tobacco shop in Parma that is also a betting parlor. While he has not been charged with any wrongdoing, the revelations shook the Azzurri camp.

Still, Buffon has excelled again.

"Even if it's not easy sometimes, we're able to form a solid group," the goalkeeper said.

Italy President Giorgio Napolitano has invited the squad to a reception in Rome on Monday, win or lose. He also attended the Azzurri's opener in this tournament, a 1-1 draw with Spain.

"We really felt his presence and his support," Italy coach Cesare Prandelli said. "He showed a lot of confidence in us - at a time when not a lot people had confidence in this squad."
